    What the question is saying is this. After WW1 the terms of the peace treaty had to be submitted to the Senate for approval. The Senate ended up not approving those terms. Why? One explanation is that the president, Wilson, did a really bad job of explaining, justifying and promoting the treaty and a really poor political job of trying to get the Senate to agree to the treaty. Another explanation says no, it was not that, it was that many Senators, for different reasons, didn’t like the treaty. Conservative Senators didn’t like it for some reasons and liberal Senators didn’t like it for other reasons but they both didn’t like it. That’s why the Senate didn’t pass the treaty. You are being asked to say whether that is true or not, how convincing that second explanation is.
